More than 10 years to tutoring experience in A-Level Chemistry, since I was an Undergraduate. Currently teaching in JC (8 years of experience). Taught H2, H1 and IB Chemistry. Currently teaching students from RI, had taught students from RI, SAJC, HCI, PJC, MI, ACJC. All obtained quality grades of A/B.

As a Good Tutor
Patient and teaches clearly. Understanding to the hectic schedule for a JC kid. Able to fit into what their school teaches (and not to confuse them by teaching something that goes against what they learn in school - unless it is wrong/ misconception from the school). In that way, then tuition would enhances the learning, and not to allow students to find excuse to not focus when they are in school.
Tuition supplements learning, either filling up the gaps which the student can't grab in school, or gives them the extra push for higher order thinking, but never a replacement of their lessons in school.
